Why it was refused
Reason
As stated on the decision notice
1
The proposed development results in a loss of a family-sized dwellinghouse, which is a priority
housing type within the Borough. As such, the proposal is considered unacceptable and contrary to
the following:
Policy BC4 of the Borough Wide DPD (March 2011)
Policy CC1 of the Local Development Framework (LDF) Core Strategy (July 2010)
Policies SP 3 and DMH 5 of the Draft Local Plan 2037 Regulation 19 consultation
version (December 2021).
2
The proposed HMO has the potential to increase activity levels and comings and goings to and
from the site, leading to additional levels of noise and disturbance. It has not been demonstrated
that this can be managed to mitigate the negative impact on neighbouring amenity. As such the
proposal is unneighbourly and contrary to the following:
Policy D14 of the London Plan (March 2021)
Policy BP11 of the Borough Wide DPD (March 2011)
Policies SP3 and DMSI 3 of the Draft Local Plan (Regulation 19 Submission Version,
December 2021)
