The proposed development, by reason of its design, scale and siting, would result in a disproportionate addition that would fail to appear subordinate to the host dwelling. The development would exacerbate the already bulky and unbalanced appearance of the dwelling and further imbalance the semi-detached pair. The proposal would cause harm to the character and appearance of the host dwelling and wider street scene. As such, the proposal is contrary to: Paragraphs 131 and 135 of the National Planning Policy Framework (NPPF) (December, 2024) Policies D1 and D4 of the London Plan (March, 2021) Policies SP2, DMD1 and DMD5 of the London Borough of Barking and Dagenham’s Local Plan (September, 2024) Residential Alterations and Extensions SPD (February, 2012) The above policies can be viewed on the Council's website: www.lbbd.gov.uk/planning.
