Why it was refused

Reason
As stated on the decision notice
1
Due to inaccurately scaled drawings as identified by the annotations which differ considerably from measurements made, an assessment cannot be made of the size of the equipment proposed. Therefore, the compliance with the requirements set out in Class A of Part 16 of Schedule 2 of the GPDO 2015 (as amended), cannot be established.
2
The proposed mast by reason of its design, height and appearance would appear particularly prominent and harmful to the character and appearance of the locality, which is designated as a Growth Area within Brent's Emerging Local Plan. The proposal is therefore contrary to the GPDO 2015 (as amended), the draft Brent Local Plan and the NPPF.
