The proposed outbuilding, by reason of its location, footprint & layout, which includes the
provision of habitable accommodation, is not considered to be incidental to the main
dwellinghouse. As such, the nature and intensity of the use of the outbuilding is considered to be
out of character in the domestic rear gardens of the area. The proposal is contrary to policy CP17
of Brent's Core Strategy 2010 and policies DMP1 & DMP18 of the Development Management
Policies (2016) and Supplementary Planning Document 2 (2018).

The proposed outbuilding dwelling unit would fail to provide the required level of privacy to the
occupants due to the short distance to facing windows and those of houses adjacent, thereby
being likely to cause discomfort in terms of unwanted overlooking of a private dwelling, and would
result in a higher than usual level and change of nature of activity in the rear garden, thereby
failing to comply with Brent Development Management Policies (2016): DMP18 (2016) -
Residential Outbuildings, and Brent DMP1- General Planning Policy.

The proposal would provide a dwelling of substandard size and lacking in privacy which would be
unsuitable for the proposed use, both due to its internal space and due to the distance to
surrounding properties' facing habitable room windows that would cause a lack of privacy to
occupants, thus failing to comply with Brent DMP1, General Planning Policy, London Plan (2021)
