The proposal would result in a substandard form of accommodation due to the shortfall in internal floorspace for the proposed loft floor flat. Furthermore, in the absence of information to demonstrate otherwise, it is considered that there would be an insufficient floor to ceiling height within the proposed loft floor flat resulting in a shortfall of daylight, ventilation and sense of space. The proposal is therefore contrary to Policy D6 of the London Plan 2021 and Policy DMP1 of Brent's Local Plan 2019-2041.

The proposed development would not be located within an area prioritised for housing growth. It would be located within an area with poor public transport accessibility, resulting in higher levels of car dependency. The proposed development would unacceptably add to the demand for on-street parking in a street that is already heavily parked, adding to instances of obstructive parking along footways, to the detriment of pedestrian safety. This is contrary to Policies DMP1, BH4 and BT2 of Brent’s Local Plan 2019-2041.

Following assessment, in the absence of sufficient information, it is not clear whether the proposed development would make use of sustainable drainage measures wherever feasible and ensure separation of surface and foul water systems. The proposed development therefore fails to demonstrate compliance with Policy DMP1 and BSUI4 of the Brent Local Plan 2019-2041.
