to the insufficient communal internal floor space, coupled with the absence of a HMO
management arrangements. Furthermore, the site is located in a low PTAL area which is not
considered to be sustainable for this type of accommodation. The application has failed to
demonstrate compliance with Brent's HMO SPD and policy BH7 of the Brent Local Plan as well
as policy D6 of the London Plan.

The application has not been accompanied with a fire statement or a Reasonable Exception
Statement. Therefore, it has not been demonstrated that proposal has been designed to be fire
safe and the application fails to comply with policy D12a of the London Plan.
