The proposed development would result in the loss of off-street servicing/loading space at the rear
of the site, for the ground floor commercial space, resulting in increased demand for on-street
servicing along a major London distributor road, to the detriment of the free and safe flow of traffic
and pedestrians, contrary to Policy DMP1 and BT3 of Brent's Local Plan (2019-2041).

The proposed development has failed to demonstrate that adequate outlook and access to natural
light to Flat 4, which would be further exacerbated by the insufficient minimum floor to ceiling
height, contrary to D6 of London Plan (2021) and DMP1 of the Brent Local Plan (2019-2041).
Furthermore, the proposal has failed to demonstrate that the quality of the external amenity space
is of a good standard that received adequate levels of daylight and is not unduly enclosed,
contrary to Policy BH13 of the Brent Local Plan (2019-2041) and would therefore cumulatively
result in poor quality accommodation for future occupiers.

The proposed cycle storage facilities are inadequate by reason of their size, in particular due to
the requirement for the existing residential units, contrary to Policies DMP1 and BT2 of the Brent
Local Plan (2019-2041) and Policy T5 of London Plan (2021).

The proposal would fail to achieve a satisfactory urban greening factor and would not effectively
demonstrate mitigation and enhancement of local green infrastructure. The proposal is therefore
unacceptable and contrary to the requirements of policy BH4 of Brent’s Local Plan (2019-2041)
and G5 of the London Plan (2021).

In the absence of evidence to demonstrate that the proposal would achieve a net gain in
biodiversity or avoid detrimental impact on the geodiversity of an area, the Council is unable to
fully assess the impact of the proposal in this respect, contrary to policies DMP1 and BGI1 in the
Local Plan (2019-2041) and G6 in the London Plan (2021).

In the absence of submissions addressing fire safety, the proposed development would not
demonstrably address the need for fire risk mitigation. The proposal is therefore unacceptable and
contrary to the requirements of policy D12 of the London Plan (2021).
