The proposed development fails to demonstrate that it would provide an acceptable standard of
accommodation for future occupiers due to an inadequate internal layout, insufficient privacy for
the ground floor rear bedroom, and a shortfall in usable shared amenity space relative to the
intended level of occupancy. The application also fails to evidence that all required facilities, as
well as adequate outlook and daylight to all habitable rooms, can be satisfactorily achieved.
Furthermore, the absence of a suitably detailed HMO Management Plan means it has not been
demonstrated that the use would operate without causing unacceptable impacts on neighbouring
residential amenity. The proposal would also result in the unjustified loss of a family sized
dwelling, with no evidence of a local need for an HMO in this location. For these reasons, the
development is contrary to Policies BH7(b), (c) and (d) of the Brent Local Plan (2019–2041), the
Nationally Described Space Standards (2015), and the Brent Houses in Multiple Occupation SPD
(2022).

result in an unduly overbearing form of development that causes significant harm to the outlook
and amenity of the adjoining property at No. 704 North Circular Road, contrary to Policy DMP1 of
Brent’s Local Plan (2019-2041) and the guidance set out within the Council’s Residential
Extensions and Alterations SPD (2025).
