The proposed development would result in an unacceptable standard of accommodation for future occupiers. By reason of the poor window arrangement to the proposed basement Flat 2 and the lack of sufficient screening to the habitable room rear and side windows of Flat 1, future occupiers would suffer from significant overlooking/loss of privacy and poor outlook levels. As such, the proposal would fail to provide an acceptable and high-quality living environment and is contrary to Policy DMP1 of the Brent Local Plan (2019–2041) and Policy D6 of the London Plan (2021).

The proposed basement accommodation is unacceptable by reason of inadequate flood risk mitigation and the absence of sufficient sustainable drainage (SuDS) measures. The development would expose future occupiers to an unacceptable risk of flooding. The proposal therefore fails to accord with Policy BD3 of the Brent Local Plan (2019–2041), Policy D10 of the London Plan (2021), and the Council’s Basement Supplementary Planning Document.

The proposed replacement shopfront, by reason of its design, features and proportions, would appear out of place and fail to respect the scale and proportion of the subject building and row of shopfronts in which it sits. It would fail to respect the character and appearance of the rest of the host building, being unrelated to the shape, style and detailing of the upper floors. As such, the proposal is deemed contrary to policies DMP1, BE6 & BE7 of Brent’s Local Plan (2019-2041) and Supplementary Planning Document No. 3 - Shopfronts.
