The proposal would comprise inappropriate development in the Green Belt by definition,
it would fail to preserve the openness of the Green Belt; conflicting with the fundamental
aim of the Green Belt to keep land permanently open and detracting from the visual
amenities of the Green Belt and its essential characteristics, its openness and
permanence. The proposal would also encroach into the countryside, conflicting with the
purposes of including land within the Green Belt. There are no Very Special
Circumstances of sufficient weight to clearly outweigh the harm by reason of
inappropriateness and the other harm identified. For these reasons the development
would conflict with Policy G2 of the London Plan (2021) and Policy 49 of The Bromley
Local Plan (2019) and the requirements of the NPPF.

The proposed siting and layout of the development would result in an unsatisfactory
internal living conditions for the future occupants by reason of outlook noise and
disturbance and, in the absence of satisfactory information the occupiers would be
vulnerable to significantly harmful noise impacts and disturbance contrary to Policies D3
and D6 of the London Plan (2021) and Policies 4, 37 and 119 of the Bromley Local Plan
(2019).

The proposed new residential unit(s) would have a significantly harmful impact on the
privacy amenities of existing neighbouring properties by reason of overlooking, contrary
to Policies D3 and D6 of the London Plan (2021) and Policies 4 and 37 of the Bromley
Local Plan (2019).

The proposal has not demonstrated that it would provide a sufficient and suitable onsite
parking arrangement, and has not demonstrated that it would not have an adverse effect
on parking congestion and public access contrary to Policies T2, T3 and T4 of the
London Plan (2021) and Policies 30, 31 and 32 of the Bromley Local Plan (2019).

The proposal has not demonstrated or secured with a suitable completed legal
agreement that it would vary the existing planning obligation (planning permission
reference 18/02377/FULL1) which retails the Rouse Farm in single ownership and no
further planning applications will be submitted seeking permission for residential
development on any part of that land whether for agricultural purposes or otherwise,
contrary to Policy 125 of the Bromley Local Plan (2019).
