The proposed development would constitute inappropriate development within the
Green Belt that would be harmful to the openness and visual amenities of the Green
Belt. The Council does not consider that very special circumstances have been
demonstrated to warrant the setting aside of normal policy requirements, and the
proposal is therefore contrary to Policy G2 of the London Plan (2021), Policies 49 and
51 of the Bromley Local Plan (2019), and the NPPF.

The proposed self-contained 1 bedroom annexe, by reason of its siting at the front with
direct access from Main Road, is not considered to represent an ancillary form of
accommodation to the main dwellinghouse and is capable of being severed and used
as a separate unit that would provide an unacceptable standard of amenity for future
occupiers and would be out of character with the area, contrary to Policies 7 and 37 of
the Bromley Local Plan (2019).
