Why it was refused
Reason
As stated on the decision notice
1
The entrance gates, posts and chain perimeter fencing would harm the open
character of the Metropolitan Green Belt, and no very special circumstances
have been demonstrated to outweigh the harm that would be caused. The
proposal therefore conflicts with Chapter 13 of the National Planning Policy
Framework (2019), Policies SP7 and DM26 of the Croydon Local Plan
(2018) and Policy 7.16 of the London Plan 2016 (consolidated with
amendments since 2011).
2
The entrance gates, posts and chain perimeter fencing would cause harm to
the listed building and its setting and would not preserve or enhance the
character or appearance of the Addington Village Conservation Area, by
reason of location and design and would thereby conflicts with Chapter 16 of
the National Planning Policy Framework (2019), Policies SP4, DM10 and
DM18 of the Croydon Local Plan (2018), Policies 7.4, 7.5, 7.6 and 7.8 of the
London Plan 2016 (consolidated with alterations since 2011) and the
Addington Village Conservation Area Appraisal and Management Plan
(2020).
