The proposed development due to its scale and position close to neighbouring windows and amenity space would result in harm to living conditions due to loss of light and outlook. The rearmost ground floor flat would also receive inadequte natural light due to the loss of roof lights. The development is considered to conflict with Local Plan (2018) policy DM10 and London Plan (2021) policy DM6.

The proposed first floor rear extension, by reason of its large scale and poor quality design would harm the character and appearance of the site and wider area. The development would therefore conflict with Polices SP4, DM10 and DM18 of the Croydon Local Plan (2018), policies D1 and D4 of the London Plan (2021) and the Suburban Design Guide (2019) In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way: To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application. The Local Planning Authority delivered the decision in a timely manner.
