The proposal fails to demonstrate that it would not result in any additional
overlooking or lead to increase intrusion and a loss of privacy for the
neighbouring property at no 36 Northampton Road which would be contrary
policy DM10 of the Croydon Local Plan 2018.

The proposal fails to demonstrate that the creation of the second double
bedroom at first floor level would provide an acceptable level of residential
accommodation due to is sloping roof form combined with awkward room
shape and uncertainly over the size of the window opening which would be
contrary to Policy D4 London Plan (2021) Housing Supplementary Planning
Guidance March 2016 (DCLG Technical Housing Standard (2013), and
policies SP2 and DM10 of the Croydon Local Plan 2018.
In reaching this decision the Local Planning Authority has sought to work in a
positive and pro-active manner based on seeking solutions to problems in the
following way:
To assist applicants the Local Planning Authority has produced policies and written
guidance, all of which is available on the Council's website and offers a pre
planning application advice service. The scheme does not comply with guidance
and no pre application discussions were entered into. The Council is ready to enter
into discussions with the applicants to assist in the preparation of a new planning
application. The Local Planning Authority's suggested improvements were not
adopted by the applicant. The Local Planning Authority delivered the decision in a
timely manner.
