Why it was refused
Reason
As stated on the decision notice
1
The proposed development, by reason of its poor design, scale, massing
and appearance would have a harmful impact on the visual amenity of the
area, a detrimental effect on the character and appearance of the
surrounding area, would preserve neither the character nor appearance of
the East India Conservation Area and would be in conflict with Policies SP2
and DM10 of the Croydon Local Plan and Policies D4 and HC1 of the
London Plan 2021 and the Councils Supplementary Planning Document
Suburban Design Guide (SDG) 2019.
2
Officers remain unconvinced that sufficient detail has been provided to
demonstrate that the proposal by reason of its massing, form and
appearance would not have a detrimental impact on the outlook for
neighbours at 50 and 56 Elgin Road contrary to policy DM10 of the Croydon
Local Plan 2018 and the Councils Supplementary Planning Document
Suburban Design Guide (SDG) 2019.
In reaching this decision the Local Planning Authority has sought to work in a
positive and pro-active manner based on seeking solutions to problems in the
following way:
3
To assist applicants the Local Planning Authority has produced policies and
written guidance, all of which is available on the Council's website and offers a pre
planning application advice service. The scheme does not comply with guidance
and no pre application discussions were entered into. The Council is ready to enter
into discussions with the applicants to assist in the preparation of a new planning
application via the Council's Pre Application process. The Local Planning
Authority's suggested improvements were not adopted by the applicant. The Local
Planning Authority delivered the decision in a timely manner.
