The proposal, by reason of its height, scale, massing, design and choice of materials would result in a form of development that would appear out of character with the visual amenity of the street scene and character of the area contrary to Policies D3 and D4 of the London Plan (2021), Policies SP4 and DM10 of the Croydon Local Plan (2018) and the Croydon Suburban Design Guide SPD (2019).

The development would provide poor level of accommodation with poor internal layout and poor outlook for future occupiers and would thereby conflict with Policies SP2.8 and DM10.4 and DM10.5 of the Croydon Local Plan (2018), Policies D.3 and D.6 of the London Plan (2021), the DCLG Technical Housing Standards - Nationally Described Space Standard (March 2015), the Housing Supplementary Planning Guidance to the London Plan (March 2016) and the Suburban Design Guide - Supplementary Planning Document (April 2019)

The development would result in the loss of a preserved tree protected by a Tree Preservation Order which contributes to the visual amenity of the street scene and the verdant character of the area. The development would thereby conflict with Policies D3 and G7 of the London Plan (2021) and policies DM10 and DM28 of the Croydon Local Plan (2018).

In-adequate car parking would be provided within the site to support the number of units proposed, it has also not been demonstrated that there would not be an unreasonable impact on highway safety and highway conditions in the surrounding roads, the longitudinal parking space and disabled space are sub-standard in size, in-sufficient turning space would be provided on site and lack of detail in respect of gradients across the site. The proposal would therefore conflict with Policies T4, T6 of the London Plan (2021), Policies SP8, DM29 and DM30 of the Croydon Local Plan (2018) and the Suburban Design Guide (2019).

The proposed development would provide inadequate facilities for cycle parking within the site and would thereby conflict with Policies T4 and T5 of the London Plan (2021), Policies SP8, DM29 and DM30 of the Croydon Local Plan (2018) and the Housing Supplementary Planning Guidance to the London Plan (March 2016).

The development would provide unsatisfactory facilities for refuse and bulky waste within the site and would thereby be contrary to Policies D6, Table 3.2 and SI7 of the London Plan (2021), Policy DM13 of the Croydon Local Plan (2018) and the Suburban Design Guide SPD (2019).

The development fails to demonstrate how it would ensure the safety of all buildings users in relation to fire, thereby conflicting with Policy D12 of the London Plan (2021) In reaching this decision the Local Planning Authority has sought to work in a positive and pro-active manner based on seeking solutions to problems in the following way:

To assist applicants the Local Planning Authority has produced policies and written guidance, all of which is available on the Council's website and offers a pre planning application advice service. The scheme does not comply with guidance and no pre application discussions were entered into. The Council is ready to enter into discussions with the applicants to assist in the preparation of a new planning application via the Council's Pre Application process.
