The proposed gabled roof would by reason of its design and appearance
result in the introduction of an unsympathetic addition to the dwelling house.
This would be detrimental to the character of the dwelling house and results
in a visual imbalance of the pair of semi-detached dwellings. The proposal
would therefore be contrary to Local Plan Policies DM10.1 and DM10.7 of
the Croydon Local Plan and the associated guidance outlined within the
London Borough of Croydon Suburban Design Guide 2019.

The proposed full width rear dormer would occupy more than two thirds of
the existing roof space. It would result in the addition of a dominant addition
to the rear elevation and thus would be detrimental to the character of the
dwelling house. Thus failing to comply with the provision of Policy DM10 of
the Croydon Local Plan (2018) and the Supplementary Planning Document:
Suburban Design Guide (2019).
In reaching this decision the Local Planning Authority has sought to work in a
positive and pro-active manner based on seeking solutions to problems in the
following way:

To assist applicants the Local Planning Authority has produced policies and
written guidance, all of which is available on the Council's website and offers a pre
planning application advice service. The scheme does not comply with guidance
and no pre application discussions were entered into. The Council is ready to enter
into discussions with the applicants to assist in the preparation of a new planning
application via the Council's Pre Application process. The Local Planning
Authority's suggested improvements were not adopted by the applicant. The Local
Planning Authority delivered the decision in a timely manner.
