Due to the self-contained nature of the accommodation and the access
independent of the host property, it has not been demonstrated that the
outbuilding would be used for ancillary purposes to the host dwelling. It is
therefore considered the proposal fails to comply with the aims and
objectives of Policy SP2 of the Croydon Local Plan 2018.

The proposed outbuilding would be harmful to the character of the host
building and surrounding area and would not respect the existing pattern of
development by reason of its size, massing and footprint, and would thereby
conflict with Policies SP4 and DM10 of the Croydon Local Plan 2018, SPD2
and policy D3 of the London Plan (2021).

The proposal fails to address fire safety or demonstrate that the highest
standards of fire safety would be achieved, contrary to Policy D12 of the
London Plan (2021).
In reaching this decision the Local Planning Authority has sought to work in a
positive and pro-active manner based on seeking solutions to problems in the
following way:
To assist applicants the Local Planning Authority has produced policies and written
guidance, all of which is available on the Council's website and offers a pre
planning application advice service. The scheme does not comply with guidance
and no pre application discussions were entered into. The Council is ready to enter
into discussions with the applicants to assist in the preparation of a new planning
application via the Council's Pre Application process.
