The proposed alterations to the proposed building in conjunction with the
proposed front wall and railings would harm the symmetrically and design of
the pair of semi-detached buildings (No.72 and No.74 Woodside Green)
creating an incongruous feature in the streetscene which would cause harm
the character and appearance of the area. The applications scheme would
therefore fail to comply with Policy D3 and D4 of London Plan 2021 and
Polices SP4 and DM10 of Croydon Local Plan 2018.

The proposal would result in substandard accommodation by reason of the
poor outlook and daylight provided to bedroom 1 and the lack of private
amenity space contrary to Policies SP4 and DM10 of Croydon Local Plan
2018 and Policy D6 of the London Plan 2021.

It has not been demonstrated that the application site can accommodate the
required refuse and cycle provision and that the provision required would not
result in clutter that would harm the visual appearance of the application
building, the streetscene and the character of the area. The application
scheme would therefore fail to comply with Policies SP4, DM10, DM13, SP8,
DM29 and DM30 of Croydon Local Plan 2018 and Policies D6, SI8 and T5,
of London Plan 2021.
In reaching this decision the Local Planning Authority has sought to work in a
positive and pro-active manner based on seeking solutions to problems in the
following way:
To assist applicants the Local Planning Authority has produced policies and written
guidance, all of which is available on the Council's website and offers a pre
planning application advice service. The scheme does not comply with guidance
and no pre application discussions were entered into. The Council is ready to enter
into discussions with the applicants to assist in the preparation of a new planning
application via the Council's Pre Application process. The Local Planning
Authority's suggested improvements were not adopted by the applicant. The Local
Planning Authority delivered the decision in a timely manner.
