historical character of the Listed Building and the Bedford Park Conservation Area, and

such, the proposal would be contrary to section 7 of the National Planning Policy
Framework, policies D4 and HC1 of the London Plan 2021, policies 7B and 7C of the
Ealing Development Management Plan 2013 and Bedford Park Conservation Area
Management Plan.
