The proposed development, by reason of design and siting would result in Flat
B and the upper Flat 15 having access to the staircase on the eastern flank of the
property causing loss of privacy for both flats. The proposal fails to provide an
acceptable level of quality of accommodation, to the detriment of the living conditions
of existing and future occupiers of both Flat B and 15. As such, the proposal would be
contrary to policies D6 of the London Plan (2021), policies 3.5, 7B and 7D of the
Ealing Development Management Plan (2013), the National Planning Policy Framework
(2021) and the Draft Ealing Local Plan (2022) (Reg 18).

would be out of character with the host property and the prevailing pattern of
development contrary to National Planning Policy Framework 2021, London Plan policy
D3, policy 7.4 of the Ealing Development Management DPD (2013) and Policy DAA of
Ealing's Local Plan (2022) (Reg.18) and SPD4 (Residential Extensions).
