Due to lack of evidence submitted, the principle of change of use from a
storage yard (Use Class B8) to mixed use of storage (Use Class B8) and residential
(Use Class C3) fails to meet the requirements set out in Policy 4A of the Development
Management Development Plan Document (2013) and Policies E4 and E7 of the
London Plan (2021).

The proposal by reason of its vehicle parking layout and access arrangements,
would detriment to highway and pedestrian safety, as a result of:
1) excessive off-street parking;
2) lack of Blue Badge Parking.
As a result, the proposal would be contrary to polices GG2, D1, D3, D4, D6, D11, T2,
T3, T6 and T7 of the London Plan (2021); policies 3.5 and 7.4 of the Ealing
Development Management DPD (2013); and Section 12 of the NPPF (2021).

The proposed residential units by reason of their single aspects and
substandard form of private amenity space provided, would result in substandard
living conditions for prospective occupants, cumulatively result in an insecure and
substandard form of accommodation to the detriment of potential future occupiers of
the residential units. As such, the proposal would be contrary to policies D1, D4, D5,
D6 and D11 of the London Plan (2021), policy 3.5, 7.3, 7B and 7D of the Ealing
Development Management DPD (2013); and the London Housing SPG (2016).
