The proposal by virtue of its design, scale and massing would fail to respond
positively to the surrounding context, the flat roof would remain at odds with and
detract from the surrounding character, in terms of scale and pattern of development,
and impacts to the street scene and character. The proposal is not considered
acceptable or consistent with policies D3 and D4 of the London Plan (2021) and policy
7.4 of the Ealing Development Management DPD (2013).

The proposed development would lead to detrimental impacts upon the living
conditions of the occupants of No 1 Wharncliffe Drive, having particular regard to
daylight and sunlight contrary to Core Strategy policies 1.1, 1.2 and 2.1, DPD Policies
7A and 7B and London Plan Policies D3 and D6.

The proposal would not provide adequate living conditions for the intended
future occupiers of the scheme, with particular reference to the provision of private
and communal outdoor space. There is no provision of communal space and the
balconies are undersized and enclosed, making them not fit for purpose. In this
respect, it would conflict with Policies 3.5, 7B and 7D of the Ealing DPD (2013),
policies 1.1 and 1.2 of Ealing Core Strategy (2012) and policy D6 of the London Plan
(2021).

The proposed development fails to demonstrate adequate provision for inclusive
and accessible accommodation in reference to wheelchair accessible or adaptable
units. The development therefore fails to comply with policies D7 and H2 of the
London Plan (2021).

The proposal fails to include a blue badge parking bay and in the absence of a
feasible means of securing the development as car-free, the development would place
undue stress on the parking environment through the additional demand from the
development. This would likely result in inconsiderate parking that would unacceptably
increase the risk of conflict between vehicles and pedestrians. This would not accord
with the sustainable travel and parking management requirements of policies T4 and
T6 of the London Plan (2021).
