The proposed change of use, by reason of the proposed layout, lack of adequate
internal amenity/living space for the additional staff members and absence of detail
within the drawings provided would fail to demonstrate an acceptable level and quality
of accommodation, to the detriment of the living conditions of future occupiers. The
resultant increase in staff member numbers would also contribute to excessive
comings and goings and increased parking stress on surrounding streets, to the
detriment of the amenity of neighbouring properties. As such, the proposal is contrary
to Policy D3, D6, T6 of the London Plan (2021) and Policy 3.5, 7.4 and 7B of the
Ealing Development Management DPD (2013).
