The proposed development, by reason of its scale, height, and proximity to
neighbouring properties and gardens, would result in significant adverse impacts
on the living conditions of the occupants of No. 28 Brassie Avenue. Specifically,
the development would cause a substantial loss of daylight and sunlight, harm
the outlook from habitable rooms, and increase the sense of enclosure
experienced by the neighbouring property. The proposal is therefore contrary to
policies D3 and D6 of the London Plan 2021 and policy 7B of the Ealing
Development Management DPD (2013).

The proposed forecourt car parking, due to the limited manoeuvrability
within the forecourt and the inadequate provision of visibility splays, would
increase the risk of road hazards, posing an unacceptable risk to the safety of the
local road network and its users. As such, the proposal is contrary to paragraph
108 of the NPPF 2023 and policy T4 of the London Plan 2021.
