The proposed northern wing of the proposed four storey building by reason
of its increase in height (2 storeys), combined with its increase in width (4m
increase) would further enclose the public footpath, creating an unwelcoming
public realm. As such, the proposal would be contrary to Policy D8 (F and G) of
the London Plan (2021), 7.4 and 7B of the Ealing Development Management DPD
(2013) and Policy DAA of the Ealing Draft Local Plan (Regulation 22).

The proposal would result in the loss of a Victorian-era building within the
Ealing Town Centre Conservation Area. The proposed building by reason of its
contemporary design would fail to preserve or enhance the character of
Springbridge Mews and the Ealing Town Centre Conservation Area. The proposed
development by virtue of its design, it would result in less than substantial harm
(at the low end) without providing on balance sufficient public benefit. This would
be contrary to Section 72 of the Planning (Listed Buildings and Conservation
Areas) Act 1990, Paragraph 212 of the NPPF 2025, Policy HC1 of the London Plan
(2021), 7C of the Ealing Development Management DPD (2013) and the NPPF
(2024).
