By virtue of its excessive scale, bulk and siting, the proposed first-floor
rear infill extension and the modification of the existing roof structure to
incorporate a crown roof would result in overdevelopment of the site and would
fail to preserve or enhance the character and appearance of the surrounding
Hanger Hill Haymills Estate Conservation Area. The proposal would also cause
unacceptable harm to the amenity of neighbouring occupiers through loss of
privacy and reduced access to sunlight, particularly affecting No. 31 Beaufort
Road. The development is therefore contrary to Policies D3 and D6 of the London
Plan (2021), Policies 7A (Amenity) and 7B (Design) of the Ealing Development
Management DPD (2013), and Policy DAA of Ealing's Draft New Local Plan
(Regulation 22).
