The proposed window replacements by reason of the omission of the projecting square drip rail and concealed trickle vents would fail to harmonise with the host building would result in less than substantial harm (at the low end) and would result in an unreasonable degree of visual impact along the elevations to the host building and the Creffield Conservation Area. No public benefits have been identified that would outweigh this harm. The proposed development would therefore run contrary to the National Planning Policy Framework (2025), the Planning (Listed Buildings and Conservation Areas) Act (1990), policies D4 and HC1 of the London Plan (2021), policies 7B, 7C and 7.4 of the Ealing Development Management DPD (2013), the Generic Conservation Area Management Plan (2023), and the Creffield Conservation Area Management Plan (2007).
