The proposal by reason of its design, appearance and scale, would represent an incongruous and discordant form of development to the detriment of the character and appearance of the host building and the visual amenity of the streetscene. The proposal would fail to comply Policies D3 and D4 of the London Plan (2021), Policies 7.4 and 7B of the Ealing Development Management DPD (2013) and Policy DAA of Ealing's draft new Local Plan (Regulation 22).

The introduction of an excessive 4-storey rear extension alongside the shared boundary with No. 178 would result in significant loss of outlook and increased sense of overbearing to the rear facing windows of the third floor flat at No. 178, unduly harm the amenity of the neighbouring properties. The proposal would be contrary to policies D3 and D6 of the London Plan (2021), policy 7B of the Ealing Development Management DPD (2013).

By reason of the lack of privacy of the rear communal garden, the impractical side balconies for the first and second floor unit, and the potential disturbance resulting from the shared side access, the proposal would fail to provide a good quality of accommodation to the future occupants and would be contrary to policy D6 of the London Plan (2021), policy 3.5 and 7D of the Ealing Development Management DPD (2013). The proposed cycle parking, by reason of its size would fail to comply with the Ealing's Cycle Parking Standards for small residential developments, and Policy T4 and T5 of the London Plan (2021).
