The development by reason of its design and scale would represent a
dominant form of overdevelopment on this constrained site that is out-of-keeping
with the prevailing pattern of development, resulting in harm to the character of
the area. The proposal therefore remains contrary to Policies D3 and D4 of the
London Plan (2021), Policies 7.4 and 7B of the Ealing Development Management
DPD (2013), and Policy DAA of the Ealing Draft Local Plan (Regulation 22).

The proposed development, by virtue of its location and design, would
result in disturbance of the living conditions of future occupants in relation to
noise and air quality. Furthermore, the failure of Flat 2 to meet the minimum
space standards for combined living, dining and kitchen accommodation, together
with the poor outlook from the proposed loft-level bedroom, would result in a
substandard and unsustainable form of development that would not provide
satisfactory living conditions for future residents. The proposal would therefore be
contrary to Policies D6 and D14 of the London Plan (2021), Policy 7B of the Ealing
Development Management DPD (2013), the National Planning Policy Framework
(2025), and the London Plan Guidance: Housing Design Standards (2023).
