The introduction of a 3-storey building with close proximity to the shared
boundaries with the properties on Church Road would result in significant loss of
outlook and increased sense of overbearing to the east-facing windows of the
upper floor flats. The proposed additional upper floor windows would result in an
unacceptable overlooking into the rear garden of No. 2 Eskdale Avenue. The
excessive level of occupancy of 20 persons without adequate management
measures would significantly increase the noise and disturbance in the location.
The proposal would therefore unduly harm the amenity of the neighbouring
properties and be contrary to policies D3 and D6 of the London Plan (2021),
policy 7B of the Ealing Development Management DPD (2013).

The proposal would fail to provide adequate shared kitchen facilities and
living area and the lack of private outdoor amenity space for the maximum
occupancy of 20 persons. The proposed building would also fail to meet the
headroom height requirement and Room 5 would fail to meet the width
requirement for a single bedroom set out in the London Plan. As such, the
proposal would fail to provide a good quality of accommodation to the future
occupants and would be contrary to policy D6 of the London Plan (2021), policy
3.5 and 7D of the Ealing Development Management DPD (2013).
