Delegated decision: Refused · Christopher Neelands
Why it was refused
Reason
As stated on the decision notice
1
The proposal would result in substandard living conditions. The unit would
have a gross internal area of approximately 25.5sqm, which falls below the
minimum internal space standards. No sectional drawings have been provided to
demonstrate adequate floor-to-ceiling heights, and no private amenity space
would be provided. In addition, the proposed windows would result in overlooking
between the proposed unit and the existing dwelling on the site, leading to poor
levels of privacy. The proposal therefore fails to provide an acceptable standard
of residential accommodation, contrary to Policy D6 of the London Plan (2021)
and Policies 3.5 and 7D of the Ealing Development Management DPD (2013).
2
No cycle parking is proposed. This fails to meet the requirements of Policy
T5 of the London Plan (2021), which seeks secure, well-located cycle storage.
3
No refuse or recycling storage is provided, contrary to Policy SI 7 of the
London Plan (2021), which requires accessible and adequate waste and recycling
facilities.
4
No energy or sustainability information has been submitted. The proposal
therefore fails to demonstrate compliance with Policy SI2 of the London Plan
(2021), which requires at least a 10% on-site carbon reduction beyond Building
Regulations.
