The proposed development, by reason of its detailed design would result in an obtrusive and incompatible form of development which would fail to respect the character and appearance of the statutory listed subject property. As such the proposed development is contrary to policies 7.4 (Local Character), 7.6 (Architecture) and 7.8 (Heritage Assets and Archaeology) of the London Plan, policies 24 (Design) and 25 (Historic Environment) of the Hackney Local Development Framework Core Strategy, policies DM1 (High Quality Design) and DM28 (Managing Heritage Assets) of the Hackney Development Management Local Plan and the guidance contained within Hackney Residential Extensions and Alterations SPD 2009.

The proposed development, by reason of the loss of employment generating floor space without adequate evidence to justify such a loss at this location in a Priority Employment Area, would result in a detrimental impact to the supply of commercial floorspace within this area and the borough generally. As such, the proposed development is contrary to policies 4.1 (Developing London's Economy) and 4.2 (Offices) of the London Plan, policies 16 (Employment Opportunities), 17 (Economic Development), and 18 (Promoting Employment Land) of the Hackney Local Development Framework Core Strategy 2010, and policies DM14 (Retention of Employment Land and Floorspace), and DM17 (Development Proposals in Priority Employment Areas) of the Hackney Development Management Local Plan

The proposed change of use to an evening and night time economy use is considered unacceptable and would result in an overconcentration of A4 type floorspace in this location to the detriment of the surrounding residential amenity. As such the proposed development is contrary to policy 7.15 (Reducing and Managing Noise) of the London Plan, policy 15 (Evening and Night Time Economy) of the Hackney Local Development Framework Core Strategy, and policies DM2 (Development and Amenity) and DM11 (Evening and Night-Time Economy Uses) of the Hackney Development Management Local Plan.
