The proposed rear extension, by reason of its location/siting, and excessive depth would create a detrimental impact against the occupiers of the adjoining property at No.25 by virtue of overshadowing a basement window which serves a habitable room to their property, and general loss of outlook and an increase sense of enclosure and tunneling effect.

The proposed rear extension, by reason of its siting, design, scale and projected depth will significantly reduce the occupants private amenity areas and is therefore considered an overdevelopment of the site which will adversely impact on occupant amenities.

The proposed development, by reason of its layout and private amenity areas will fail to provide satisfactory standard of living accommodation for its future occupiers. The layout at basement level will fail to provide any outlook, dual aspect, or adequate levels of natural light to its occupants whilst the amenity areas at the front and rear are considered cramped and unacceptable. Reason: The proposed development falls contrary to policies LP1, LP2, LP17 and LP19 of the LP33 Hackney Local Plan 2020 and Policies 3.5 and 7.6 of the London Plan 2016 (as amended) and guidance contained within the Mayor’s Housing SPG (2016) and ’NPPF’ 2019 (as amended).

The proposed side/rear extension and introduction of a basement, by reason of its location/siting, and excessive depth would represent an incompatible and uncharacteristic addition to the detriment of the character and appearance of the host property and the streetscene.

Insufficient information has been submitted on drainage given its location in a critical drainage area. Given the expansive areas set to be developed and hard-surfaced, which in the absence of a drainage plan or SUDS detail/compliance the development poses a flood risk concern. Reason: The proposed development falls contrary to policies LP53 of the LP33 Hackney Local Plan 2020 and Policy 5.13 of the London Plan 2016 (as amended) and guidance contained within the ’NPPF’ 2019 (as amended).

The proposed development has failed to provide adequate amounts of safe and secure cycle storage areas. Reason: The proposed development falls contrary to policies LP42 and LP45 of the LP33 Hackney Local Plan 2020 and Policy 6.9 of the London Plan 2016 (as amended) and guidance contained within the ’NPPF’ 2019 (as amended).
