which fails to preserve or enhance the character and appearance of the

buildings, and the conservation area. As such, the development is contrary to
policies D1 ‘London’s form, character and capacity for growth’, D3 ‘Optimising
site capacity through the design-led approach’, D4 'Delivering good design',
D8 ‘Public Realm’ and HC1 ‘Heritage conservation and growth’ of the London
Plan 2021 and policies LP1 ‘Design Quality and Local Character’, LP3
‘Designated Heritage Assets’ and LP4 ‘Non Designated Heritage Assets’ of
the Hackney Local Plan 2020 and the Graham Road and Mapledene
Conservation Area Appraisal 1997.
