result in cumulative additions to the Grade II listed building that are
disproportionate to the original character and scale of the host building, and of
detriment to the nationally significant heritage fabric. The proposal is therefore
contrary to section 66 of the Planning (Listed Buildings and Conservation
Areas) Act 1990, the NPPF, policies 7.4 and 7.8 of the London Plan and
policies LP1 and LP3 of Hackney's Local Plan 2033.
