Why it was refused
Reason
As stated on the decision notice
1
The proposal, by reason of its failure to provide a contribution for affordable
housing, represents an unsustainable form of development. As such the
proposal is contrary to policies LP1 (Design Quality and Local Character) and
LP13 (Affordable Housing) of the Hackney Local Plan (2020) and the
Supplementary Planning Document: S106 Planning Contributions (2020).
2
The proposed two storey roof extension, by reason of scale and design
appears as an incongruous and overbearing addition to the host building that
fails to respond to the existing hierarchies between the front and back along
this terrace, and the historic development of the site. As such, the proposed
development is contrary to policies D3 (Optimising site capacity through the
design-led approach) and HC1 (Heritage conservation and growth) of the
London Plan (2021); policies LP1 (Design quality and local character), LP2
(Development and amenity) and LP3 (Designated heritage assets) of
Hackney’s Local Plan 2033 (2020) and the Hackney Residential Extensions
and Alterations SPD (2009).
