The proposed two-storey rear extension by reason of scale, siting and design is considered to be an obtrusive and incompatible form of development which would fail to respect the character and appearance of the subject property, the terrace of which it forms a part and the character of the surrounding area and is not considered to preserve the appearance of the conservation area contrary to policies LP1 (Design quality and local character) and LP3 (Designated Heritage Assets) of Hackney Local Plan 2033 (2020), policies D3 (Optimising site capacity through the design led approach) and HC1 (Heritage conservation and growth) of the London Plan (2021) and the guidance contained within the Residential Extensions and Alterations SPD (2009).

The proposed bin and bicycle storage by reason of materiality, scale and siting is not considered to preserve the appearance of the conservation area contrary to policies LP1 (Design quality and local character) and LP3 (Designated Heritage Assets) of Hackney Local Plan 2033 (2020), policies D3 (Optimising site capacity through the design led approach) and HC1 (Heritage conservation and growth) of the London Plan (2021) and the NPPF (2021).

The proposed conversion is considered to result in substandard accommodation for future occupiers by reason of lack of private amenity space, inadequate bedroom size and noise, disturbance and privacy impacts and inadequate light and outlook for the occupants of the lower ground floor bedroom contrary to policies LP2 (Development and Amenity) LP17 (Housing design) of the Hackney Local Plan (2020), policy D6 (Housing quality and standards) of the London Plan (2021) and the guidance contained within the Residential Extensions and Alterations SPD (2009).
