The proposed rooftop railings would be highly prominent and incongruous
in views of the building from within the conservation area, particularly from the
towpath to the north and would be uncharacteristic and visually obtrusive in
this context, to the detriment of the visual amenity of the host building and the
character and appearance of the historic waterway and would therefore fail to
preserve or enhance the conservation area. As such the proposal is contrary
to policies D3 (Optimising site capacity through the design-led approach), D4
(Delivering good design), D8 (Public Realm), HC1 (Heritage conservation and
growth) and SI17 (Protecting and enhancing London’s waterways) of the
London Plan 2021 and policies LP1 (Design Quality and Local Character),
LP3 (Designated Heritage Assets) and LP52 (Water spaces, Canals and
Residential Moorings) of the Hackney Local Plan 2020.
