The proposal represents an inappropriate use for this part of the building that would result in an over-concentration of take-away uses in the Manor House District Centre and would fail to enhance the vitality of the centre as a whole. As such the proposal is contrary to policy E9 (Retail, markets and hot food takeaways) of the London Plan 2021 and policies PP9 (Manor House), LP32 (Town Centres), LP35 (Local Shopping Centres) and LP39 (Over- Concentration of Uses) of the Hackney Local Plan 2020.

The proposed external alterations would represent inappropriate changes to the host building, to the detriment of the visual amenity of the host building and the area as a whole. As such the proposal is contrary to policy D4 (Delivering good design) and the London Plan 2020 and policy LP1 (Design Quality and Local Character) of the Hackney Local Plan 2020.

The proposal, by reason of the use of the rear service yard for the parking of delivery vehicles, would result in unacceptable levels of noise and activity in this area, to the detriment of the occupiers of the hotel and of the hostel. As such the proposal is contrary to policy D4 (Delivering good design) of the London Plan 2021 and policies LP1 (Design Quality and Local Character) and LP2 (Development and Amenity) of the Hackney Local Plan 2020.
