The proposal, by reason of its detailed design, materials, scale
and location would result in an incongruous and incompatible form
of development which would fail to respect the host historic
building in terms of design, materials and detailing; would fail to
respect the unity of this group of buildings and appearance of the
subject property and would fail to preserve or enhance the
character and appearance of the De Beauvoir Conservation Area.
As such the proposed development is contrary to policies LP1
(Design Quality and Local Character), LP3 (Designated Heritage
Assets), policies D4 (Delivering good design), and HC1 (Heritage
conservation and growth) of the London Plan and paragraph 202
of the NPPF.
