The proposed development, by reason of its excessive size,
scale and detailed design, would be out of proportion with the host
property and by including a lightwell feature and uPVC windows,
would result in an unacceptable design that would detract from the
special interest of the listed building and would fail to preserve or
enhance the character and appearance of the De Beauvoir
Conservation Area. The proposed development fails to comply with
policies LP1 and LP3 of the Hackney Local Plan, policies D3, D4
and HC1 of the London Plan, and the stipulations of the
Residential Extensions and Alterations SPD 2009.
