The proposal represents a form of development that would, by reason of inappropriate design and the provision of a full-depth front lightwell, represent an uncharacteristic form of development that would be out of keeping with the character and appearance of the host building and the street scene, to the detriment of the visual amenity of the host building and the area. As such the proposal is contrary to policies D3 (Optimising site capacity through the design-led approach) and D4 (Delivering good design) of the London Plan (2021), policy LP1 (Design Quality and Local Character) of the Hackney Local Plan (2020) and the recommendations of the Supplementary Planning Document: Residential Extensions and Alterations (2009).
