The proposed detailed design and fenestration pattern of the
mansard roof extension, the roof terrace and associated
structures, and the air source heat pump are considered
inappropriate, obtrusive, and unsympathetic additions to the host
building that fail to reflect the original architecture and character of
the building and the terrace that it forms part of. The proposal is,
therefore, contrary to policy LP1 (Design Quality and Local
Character) of Hackney’s Local Plan (2020), policies D3 (Optimising
site layout through the design-led approach) and D4 (Delivering
good design) of the London Plan (2021), and the guidance set out
in Hackney's Residential Extensions and Alterations SPD (2009).

The proposed roof terrace, by reason of its size and location,
would create an unacceptable level of overlooking and loss of
privacy for the adjoining occupiers. Accordingly, the terrace is
contrary to policy D3 (Optimising site layout through the design-led
approach) of the London Plan (2021), policy LP2 (Development
and Amenity) of LP33 (2020), and the guidance set out in
Hackney's Residential Extensions and Alterations SPD (2009).
