The proposal would result in an unacceptable and unjustified loss of
employment floorspace in the Anton Street Priority Industrial Area, thereby
failing to ensure the retention of an adequate stock of industrial floorspace to
support Hackney's diverse, adaptable, and more sustainable economy. As
such, the proposal is considered unacceptable in principle and fails to comply
with policies LP26 (Employment Land and Floorspace), LP27 (Protecting and
Promoting Office Floorspace in the Borough) and LP28 (Protecting and
Promoting Industrial Land and Floorspace in the Borough) of the Hackney
Local Plan LP33 (2020), and policies E6 (Locally significant industrial sites)
and E7 (Industrial intensification, co-location, and substitution) of the London
Plan (2021).

The proposed development, by reason of its lack of affordable housing
contribution or demonstration that this cannot be met, fails to meet the
borough's demand for affordable housing and therefore fails to comply with
policy LP13 of the Hackney Local Plan LP33 (2020) and the Planning
Contributions SPD (2020).

It is likely that the frequency of vehicles accessing the rear car park and the
close proximity of the existing enclosed commercial/resident refuse storage
areas would harm the useability of the indicated private amenity spaces to the
rear of the proposed units whereby future occupants of the units would likely
be impacted through noise, disturbance, smells and fumes whilst occupying
these amenity spaces. The proposed development would therefore be
contrary to policies D6 and SI 1 of the London Plan (2021) and policies LP2
and LP58 of the Hackney Local Plan (LP33).
