The proposed rear terrace, associated balustrade and replacement of the rear first floor sash window with a door, by reason of the loss of an original architectural feature and resulting in an over cluttered, incongruous and discordant form of development, would harm to the significance of the locally listed host building and would fail to preserve or enhance the character and appearance of the De Beauvoir Conservation Area. The development is contrary to Policies LP1 (Design Quality and Local Character), LP3 (Designated Heritage Assets) and LP4 (Non Designated Heritage Assets) of the Local Plan 2033 (2020), Policy D3 (Optimising site capacity through the design-led approach) and HC1 (Heritage conservation and growth) of the London Plan (2021) and the relevant sections of the Residential Extensions and Alterations Supplementary Planning Document (REA SPD) (2009).

The proposed terrace and privacy screens, by reason of their height, location and proximity to neighbouring habitable spaces, would result in undue or excessive overbearing and overlooking whereby the living conditions and privacy of neighbouring occupiers would be subject to significant adverse impacts. The development is contrary to Policy LP2 (Development and Amenity) of Local Plan 2033 (2020), Policy D3 (Optimising site capacity through the design-led approach) of the London Plan (2021) and the relevant sections of the Residential Extensions and Alterations Supplementary Planning Document (REA SPD) (2009).

The proposed rear terrace, by reason of its size, location and proximity to adjoining habitable residential windows, would result in adverse noise and disturbance impacts to adjoining residential occupiers to the detriment of their living conditions, contrary to Policies LP2 (Development and Amenity) and LP58 (Improving the Environment - Pollution) of Local Plan 2033 (2020), Policies D3 (Optimising site capacity through the design-led approach) and D14 (Noise) of the London Plan (2021) and the relevant sections of the Residential Extensions and Alterations Supplementary Planning Document (REA SPD) (2009).
