The proposed development, by reason of it resulting in the permanent removal and loss
of five consented cycle parking spaces, would undermine sustainable transport objectives,
fail to safeguard active travel facilities and prejudice the ability of future occupants and the
public to travel by bicycle. As such, the proposal is contrary to Policies LP41 (Liveable
Neighbourhoods) and LP42 (Walking and Cycling) of the Hackney Local Plan (2020),
Policies T2 (Healthy Streets), T5 (Cycling) of the London Plan (2021).

The proposed development, by reason of its inappropriate design, materiality and
location, would introduce an unattractive and contextually inappropriate frontage
dominated by fixed louvres, which fails to respond positively to the surrounding built form.
It fails to preserve or enhance the character or appearance of the Mare Street
Conservation Area and is therefore contrary to Policies LP1 (High Quality Design) and LP3
(Designated Heritage Assets) of the Hackney Local Plan (2020), Policies D3 (Optimising
site capacity through the design-led approach) and HC1 (Heritage Conservation and
Growth) of the London Plan (2021)
