demonstrate that continued C3 use is unviable and would undermine Hackney’s ability to
meet identified housing needs. The development is therefore contrary to policies H8 (Loss
of existing housing and estate redevelopment) and H9 (Ensuring the best use of stock) of
the London Plan (2021) and policies LP12 (Housing Supply), LP24 (Loss of Housing), and
LP25 (Visitor Accommodation) of the Hackney Local Plan 2033 (LP33).

The proposed development would result in increased noise and disturbance associated
with frequent guest turnover and servicing activity. This would be detrimental to the living
conditions of neighbouring occupiers and harmful to the established residential character
of the building. The proposal is contrary to policy D14 (Noise) of the London Plan (2021)
and policies LP2 (Development and Amenity) and LP58 (Managing Impacts of
Development) of the Hackney Local Plan 2033 (LP33) (2020).
