- The proposed development fails to accurately describe the appropriate use class for the development
comprising of a MOT and vehicle repairs centre (which would fall within a sui generis use class), fails to
include the external alterations to create new openings in the western elevation to permit vehicular access
and fails to show how vehicles would access the building from the adopted highway, given that there are no
existing dropped kerbs along the western boundary of the site. In light of these inaccuracies together with the
absence of a Transport assessment and a noise report insufficient information has been submitted to the
Local Planning Authority to demonstrate that the proposed change of use to MOT and Vehicle repairs (Sui
Generis) would not lead to adverse impacts on the amenity of neighbouring residential properties and the
Local Planning Authority is unable to assess whether the proposed change of use would impact on the
parking and surrounding road network. The proposal would therefore fail to accord with policies GR1 and M2
of the Harrow Local Plan (2021-2041) and policy D14 and of The London Plan (2021).
