Delegated decision: Refused · Deniss Nikandrovs
Why it was refused
Reason
As stated on the decision notice
1
- The proposed two-storey side and rear extension, by reason of the excessive depth beyond the rear
elevation, massing, poor and inconsistent design and incoherent appearance, would result in an overly
dominant, and visually obtrusive form of development, at odds with the prevailing visual character of both the
host property and wider area. As such, the development is contrary to the high quality design aspirations of
the National Planning Policy Framework (2024), Policy D3.D1 and D11 of The London Plan (2021), and Policy
DM1 of the Harrow Development Management Policies Local Plan (2013) and the adopted Supplementary
Planning Document: Residential Design Guide (2010).
2
- The proposed extensions would impinge on the horizontal 45 degree line of the adjoining property leading
to loss of light and outlook to the rear bay windows of no. 9 Coledale Drive. As such, the development is
contrary to the high quality design aspirations of the National Planning Policy Framework (2024), Policy
D3.D1 of The London Plan (2021), Core Policy CS1.B of the Harrow Core Strategy (2012), Policy DM1 of the
Harrow Development Management Policies Local Plan (2013) and the adopted Supplementary Planning
Document: Residential Design Guide (2010).
